As far as the arguments I've seen over here on US crippling Chinese tech companies like Alibaba and keeping their expansion down because they keep their stocks low. Not sure how other Chinese tech companies are, but Alibaba has $70bn cash on hand. They don't need to sell stock to fund any endeavors. If they did, they wouldn't be "wasting" $15bn on stock buybacks. The stock price is irrelevant to a company like Alibaba. Just like it was to Amazon in 2003. Sure, you want your market cap to be high, but they will pay all of their bills regardless.
