Those restrictions were no longer in place during the third quarter and Citigroup has plenty of capital, so it was unclear to me why the bank didn't increase its share repurchases.</p>\n<p><img src=\"https://static.tigerbbs.com/b784bfa6333cbb43ea785d9443b20441\" tg-width=\"700\" tg-height=\"446\" referrerpolicy=\"no-referrer\"></p>\n<p>Image source: Citigroup.</p>\n<p>Although many large banks are repurchasing shares right now, it is particularly advantageous to Citigroup, which is trading below tangible book value (TBV), the value of a bank if it were liquidated and a benchmark for valuing a bank's shares. When a bank repurchases shares while trading below TBV, the math works out so that both earnings per share and TBV increase. Because bank stocks are valued relative to their TBV, the stock price usually follows TBV. In other words, a higher tangible book value often leads to a higher share price. I think this is what could happen with Citigroup, because the bank does appear to have a solid rebuilding strategy in place. Citigroup traded below TBV for the entire third quarter and at <a href=\"https://laohu8.com/S/AONE.U\">one</a> point was priced at just 84% of book value, among the lowest of the country's biggest banks.</p>\n<p><img src=\"https://static.tigerbbs.com/36f26fc10f545841a4f63bd2c83428e0\" tg-width=\"720\" tg-height=\"433\" referrerpolicy=\"no-referrer\"></p>\n<p>C Price to Tangible Book Value data by YCharts</p>\n<p>Citigroup peers <b>JPMorgan Chase</b> (NYSE:JPM) and <b>Bank of America</b> (NYSE:BAC) trade near or above 200% of TBV, and even embattled <b>Wells Fargo</b> (NYSE:WFC) trades above TBV. The third quarter seemed like an ideal time for Citigroup to repurchase shares and I thought the bank would have bought back more stock than it did in the prior quarter.</p>\n<p>The bank certainly had enough capital to repurchase more shares. One of the most important measures of capital is the common equity tier 1 (CET1) ratio, which is a measure of a bank's core capital expressed as a percentage of its risk-weighted assets. Citigroup management has said that it wants to target an 11.5% CET1 ratio, and that's the bank's internal target, not its actual regulatory requirement. The bank ended the quarter with an 11.7% CET1 capital ratio, so it had some room to use more capital to repurchase additional shares. Citigroup's capital is also replenished each quarter from retained earnings, and the bank is in the process of freeing up billions of more capital as it follows through on plans to exit and sell 13 global consumer franchises.</p>\n<p>Wells Fargo bank analyst Mike Mayo on the company's second-quarter earnings call expressed his displeasure with management on the smaller repurchase amount.</p>\n<blockquote>\n The discount to book value is just getting greater and greater. Your discount versus peers has increased. Citi has worst-in-class returns, adjusted efficiency and stock market valuation. So why not a little change in that philosophy to more buybacks versus investing if you have such a great opportunity with your share price?\n</blockquote>\n<h3>Still time to repurchase shares below TBV</h3>\n<p>The good news is that Citigroup still trades below TBV and may for a while, so there is still time for management to repurchase more discounted shares. CEO Fraser said on the earnings call that the bank is \"deep in the second round of bids for the remaining exit markets,\" referring to the global consumer franchises the bank plans to sell. Announcing sales may give the bank confidence in its capital levels to step-up share repurchases. Stock Futures Slip Ahead of Testimony From Fed's Powell</b></p>\n<p>Stock futures traded modestly lower Tuesday ahead of testimony from Federal Reserve Chairman Jerome Powell, who is expected to tell Congress the economy has shown \"sustained improvement\" but that the recovery has accelerated inflation.</p>\n<p>Contracts linked to the Dow Jones Industrial Average fell 34 points, S&P 500 futures were down 5 points and futures on the tech-heavy Nasdaq declined 27 points.</p>\n<p>The yield on the benchmark 10-year Treasury note steadied early Tuesday at 1.499%.</p>\n<p>“Widespread vaccinations have joined unprecedented monetary and fiscal policy actions in providing strong support to the recovery. Indicators of economic activity and employment have continued to strengthen, and real GDP this year appears to be on track to post its fastest rate of increase in decades,” Powell said in written comments ahead of a House panel hearing Tuesday.</p>\n<p>“Much of this rapid growth reflects the continued bounce back in activity from depressed levels,” the Fed chief added.</p>\n<p>Powell said inflation has increased “notably” in recent months but reiterated he expects rising price pressures to only be temporary and to eventually ease back to the central bank's 2% target.</p>\n<p>Powell’s remarks follow a meeting of the Fed’s policymaking committee last week, when officials signaled they could boost interest rates and begin tapering asset purchases sooner than expected.</p>\n<p>The Fed's hawkish tilt led to a selloff on Wall Street. It rose more than 58% on Monday and has gained 1,311% so far in 2021.</p>\n<p>Torchlight said Monday it agreed to extend to June 30 the date by which it must close its merger with Canada's Metamaterial.</p>\n<p><b>5. Delta Plans to Hire 1,000 More Pilots by Next Summer</b></p>\n<p>Delta Air Lines (<b>DAL</b>) -Get Report plans to hire more than 1,000 pilots by next summer as the travel industry recovers, according to reports from Bloomberg and Reuters.</p>\n<p>Domestic leisure travel will return to pre-pandemic volumes</p>\n<p>this month, said John Laughter, Delta’s operations chief, in a</p>\n<p>memo to flight-operations employees on Monday, Bloomberg reported. When a bank repurchases shares while trading below TBV, the math works out so that both earnings per share and TBV increase. Because bank stocks are valued relative to their TBV, the stock price usually follows TBV. In other words, a higher tangible book value often leads to a higher share price. I think this is what could happen with Citigroup, because the bank does appear to have a solid rebuilding strategy in place. Citigroup traded below TBV for the entire third quarter and at <a href=\"https://laohu8.com/S/AONE.U\">one</a> point was priced at just 84% of book value, among the lowest of the country's biggest banks.</p>\n<p><img src=\"https://static.tigerbbs.com/36f26fc10f545841a4f63bd2c83428e0\" tg-width=\"720\" tg-height=\"433\" referrerpolicy=\"no-referrer\"></p>\n<p>C Price to Tangible Book Value data by YCharts</p>\n<p>Citigroup peers <b>JPMorgan Chase</b> (NYSE:JPM) and <b>Bank of America</b> (NYSE:BAC) trade near or above 200% of TBV, and even embattled <b>Wells Fargo</b> (NYSE:WFC) trades above TBV. The third quarter seemed like an ideal time for Citigroup to repurchase shares and I thought the bank would have bought back more stock than it did in the prior quarter.</p>\n<p>The bank certainly had enough capital to repurchase more shares. One of the most important measures of capital is the common equity tier 1 (CET1) ratio, which is a measure of a bank's core capital expressed as a percentage of its risk-weighted assets. Citigroup management has said that it wants to target an 11.5% CET1 ratio, and that's the bank's internal target, not its actual regulatory requirement. The bank ended the quarter with an 11.7% CET1 capital ratio, so it had some room to use more capital to repurchase additional shares. Citigroup's capital is also replenished each quarter from retained earnings, and the bank is in the process of freeing up billions of more capital as it follows through on plans to exit and sell 13 global consumer franchises.</p>\n<p>Wells Fargo bank analyst Mike Mayo on the company's second-quarter earnings call expressed his displeasure with management on the smaller repurchase amount.</p>\n<blockquote>\n The discount to book value is just getting greater and greater. Your discount versus peers has increased. Citi has worst-in-class returns, adjusted efficiency and stock market valuation. So why not a little change in that philosophy to more buybacks versus investing if you have such a great opportunity with your share price?\n</blockquote>\n<h3>Still time to repurchase shares below TBV</h3>\n<p>The good news is that Citigroup still trades below TBV and may for a while, so there is still time for management to repurchase more discounted shares. CEO Fraser said on the earnings call that the bank is \"deep in the second round of bids for the remaining exit markets,\" referring to the global consumer franchises the bank plans to sell. Announcing sales may give the bank confidence in its capital levels to step-up share repurchases.
