鲁政委\n在不增加进口且保持目前产量增幅的前提下，11/12月用电供给约束虽缓解但约束仍存。\n10月中国官方制造业PMI为49.2%，前值49.6%，市场的预期值为49.7%，我们的预期值为49.5%；官方非制造业PMI为52.4%，前值53.2%。综合PMI为50.8%，前值51.7%。\n受工作日天数减少及电力供应紧张影响，10月制造业PMI较前月下降0.4个百分点。其中，生产较前月下降1.1个百分点至48.4%。剔除2020年2月因疫情引发的生产停摆看，10月制造业生产活动指标已降至2009年1月以来的最低值。供给急剧收缩已成为当前经济增长的痛点之一，解开供给约束也是当前政策导向之一。\n制造业：如何看待生产的降幅\n10月制造业PMI生产较前月下降1.1个百分点至2009年1月以来的最低值（2020年2月除外），带动制造业PMI较前月回落0.3个百分点，贡献了10月全月75%的降幅。那么，我们应如何看待10月制造业PMI生产的降幅？\n一般而言，由于PMI为环比指标，受工作日天数影响较为明显。数据显示，在国庆所在月份PMI生产易下难上，2017年以来10月制造业PMI生产指标均环比下降，降幅在0.1至1.5个百分点不等。与季节性降幅相比，10月制造业降幅为1.1个百分点，高于2020年但低于2019年，似乎折射10月的降幅仍在季节性解释范围内。结合9月制造业生产活动降幅看，2012年以来9月、10月连续两个月下降的年份只出现在2018年和2021年，其中2018年合计降幅为1.3个百分点而2021年合计降幅为2.5个百分点。由此，当前生产活动降幅超出了季节性解释范围。从影响生产活动的“两只手”看，“有形的手”或重于“无形的手”。\n\n从无形的手看，市场需求是影响生产活动“无形的手”。以新订单追踪的需求指标显示，10月制造业需求较前月下降0.5个百分点至48.8%，为2021年8月以来的最低值（春节所在月份除外）。订单下降0.5个百分点而生产下降1.1个百分点，生产降幅超出需求解释力度。同时从生产和需求的变化节奏看，5月以来生产和新订单变奏错位，折射需求并非生产的唯一决定因素。\n\n从有形的手看，能耗双控限制了高耗能生产活动，同时部分地区限电限产政策加剧了生产放缓节奏。根据统计局数据，10月纺织、非金属矿物制品、黑色金属冶炼及压延加工等行业生产和需求指数均位于45.0%以下收缩区间，折射在有形的手下，高耗能行业对整体生产行业拖累较为显著。以高炉开工率为例，10月全国高炉开工率较前月下降1.2个百分点至53.4%，为有数据以来的最低值。\n\n制造业：煤炭降价能否解开供给约束\n在需求回落这一无形的手之外，供电紧张是压制生产供给有形之手。煤炭价格飙升，煤电价格倒挂是本轮供电紧张的原因之一。进入秋冬季节，用电需求增加加剧了煤电供需紧张的局面。为缓解用电紧张，发改委连续发文旨在遏制煤炭价格上涨，保障煤炭供给。截至10月29日，动力煤期货结算价从10月19日的2301.6元/吨降至1170.6元/吨，降幅高达49.1%。那么，煤炭降价能解开供给约束吗？\n\n煤电价格倒挂降低企业发电积极性是本轮供电进展的供给约束之一。火力发电是我国发电主要构成，1~9月占我国发电总量的比重为71.3%。因而，降低煤炭价格约影响我国71.3%的供电，有助于放开供给约束。\n\n需要指出的是，在完全竞争的市场环境下，价格回落通常拖累企业生产供给积极性，进而导致产量回落。数据显示，2017年1月~2020年1月，动力煤价格持续下跌伴随着动力煤产量低位震荡。那么，本轮煤炭价格调控是否会带来煤炭企业产量回落？\n\n一方面，从无形的手看，目前价格调控并未使煤炭价格跌破成本价，煤炭供给仍有利可图。10月29日，发改委对全国所有产煤省份和重点煤炭企业的煤炭生产成本情况进行了调查，初步汇总结果显示，煤炭生产成本大幅低于目前煤炭现货价格，煤炭价格存在继续回调空间。\n另一方面，从有形的手看，为保障能源安全稳定供应，发改委出台一系列保供稳价措施。10月26日，中国煤炭工业协会、中国煤炭运销协会联合国内重点煤炭企业发布煤炭增产保供倡议书，强调“早启动2022年度全国煤炭中长期合同签订工作，进一步增加中长期合同签订数量、提高签订比例，早签、多签、签实、签长煤炭中长期合同，确保煤炭市场供应平稳有序”。\n因此，在保供稳价的政策引导下，煤炭供给或有所抬升。同时，价格引导煤炭企业向电力企业让渡部分利润，电力企业供电积极性也将随之抬升。需要指出的是，尽管煤炭保供稳价有助于缓解用电紧张，但随着用电高峰期来临以及寒冬预期，用电供需缺口能否有效收窄？\n具体来看，我们可根据6大发电集团耗煤量推算耗煤量环比增幅。该数据更新至2020年6月，由此我们可观察2009年至2019年历年11月、12月日均耗煤量增幅。2012年以后，12月6大发电集团日均耗煤量环比增幅均在10%以上，2017年拉尼娜现象出现时，环比增幅上升至19%，10年均值为12.5%；11月日均耗煤量环比有增有减，10年均值为5.7%。而根据中国煤炭工业协会，10月1~13日重点煤炭企业日均煤炭产量693万吨，环比9月日均增长4.5%。按此推算，在煤炭供需缺口紧张的背景下，产量日均增长4.5%远不及11月至12月6大发电集团耗煤量需求增幅。由此，在不扩大进口而维持当前产量增速的假设下，煤炭价格下降有助于推升供电企业积极性，但或难以抹平发电供需缺口，用电供给约束将持续至年末。\n\n非制造业：疫情的供给约束将持续\n10月非制造业PMI回落0.8个百分点至52.4%，维持在扩张区间但边际回落。10月中下旬始发于旅行团疫情蔓延或是本轮服务业下降的主要原因。自疫情暴发以来，我国服务业PMI随疫情缓解而回升，随疫情散点式暴发而上升。以当日新增病例衡量疫情，疫情的严重与否与PMI服务业的走势基本一致。\n\n本轮疫情对服务业的负面影响或持续至11月。具体原因有：第一，防控难度或有所抬升：一方面，进入秋冬季节，气温为病毒存活和传播提供了有利的自然条件；另一方面，加强针尚未大面积接种，此前已接种疫苗对抗病毒的有效性下降。第二，冬奥会即将开幕，疫情防控压力抬升。以北京为例，为防控疫情，北京市核心城区自10月29日起暂停新接婚宴预订，自10月22日暂停跨省旅游等。\n（鲁政委系兴业银行首席经济学家）\n海量资讯、精准解读，尽在新浪财经APP\n责任编辑：李墨轩","news_type":1,"symbols_score_info":{"161032":0.9}},"isVote":1,"tweetType":1,"viewCount":2766,"authorTweetTopStatus":1,"verified":2,"comments":[],"imageCount":0,"langContent":"CN","totalScore":0},{"id":859125474,"gmtCreate":1634681588320,"gmtModify":1634681588696,"author":{"id":"3578868505476065","authorId":"3578868505476065","name":"ManekiApe","avatar":"https://static.tigerbbs.com/01b0dba3b6dfae0fb19d68e3bcadaad3","crmLevel":1,"crmLevelSwitch":0,"followedFlag":false,"authorIdStr":"3578868505476065","idStr":"3578868505476065"},"themes":[],"htmlText":"[惊讶]&nbsp;","listText":"[惊讶]&nbsp;","text":"[惊讶]","images":[],"top":1,"highlighted":1,"essential":1,"paper":1,"likeSize":2,"commentSize":0,"repostSize":0,"link":"https://laohu8.com/post/859125474","repostId":"859184856","repostType":1,"repost":{"id":859184856,"gmtCreate":1634677934505,"gmtModify":1634677934505,"author":{"id":"3511360043993023","authorId":"3511360043993023","name":"NaNa说美股","avatar":"https://static.tigerbbs.com/4cf7d4b4970b8413fdd47c7151d67938","crmLevel":1,"crmLevelSwitch":0,"followedFlag":false,"authorIdStr":"3511360043993023","idStr":"3511360043993023"},"themes":[],"htmlText":"<a
