It is expected to be spelled out when this week's policy meeting wraps up Wednesday, although officials may keep options open for speeding or slowing the taper to suit economic needs.</p>\n<p>But overall, the Fed has telegraphed what Philadelphia Fed President Patrick Harker says will be a \"boring\" exit from what is now $120 billion in monthly bond buys.</p>\n<p>That is despite the fact that the reductions this time will proceed at about twice the pace as the last time the Fed ended a bond-buying program, in 2014.</p>\n<p>It is also a stark contrast to March of 2020, when U.S. authorities were first shutting down parts of the economy to prevent the spread of COVID-19. In response the Fed abruptly cut interest rates to zero, rolled out a raft of emergency lending programs, and began hoovering up trillions in Treasuries and mortgage-backed bonds.</p>\n<p>The bond-buying is credited with helping stabilize the financial system and, later, to bolster demand and foster a faster recovery from the sharpest downturn in decades.</p>\n<p>More recently some Fed policymakers have questioned its effectiveness and even raised the alarm over its potential harms amid an economy marked by rising inflation and too much demand relative to pandemic-constrained supply. They all agree it should be pared back soon, minutes from the Fed's last meeting show.</p>\n<p>Here is a look back at the arc of the Fed's pandemic bond-buying program - what policymakers said, what the central bank did, and what's likely to lie ahead.<img src=\"https://static.tigerbbs.com/068d6c0e281ed2ae076d291ca2359a7c\" tg-width=\"544\" tg-height=\"336\" width=\"100%\" height=\"auto\">A CRACK, AND THEN THE FLOODGATES</p>\n<p>Fed Chair Powell issued a terse and unusual statement Feb. 28, 2020, as stock markets plunged amid reports of the rapid spread of the novel coronavirus. The Fed, he said, is \"closely monitoring developments and their implications for the economic outlook\" and \"will use our tools and act as appropriate to support the economy.\"</p>\n<p>Three days later policymakers cut interest rates by half a percentage point. On March 15, they slashed the rate to near-zero, where it has stayed since, and promised to buy \"at least\" $500 billion of Treasuries and $200 billion of mortgage-backed securities in coming months. Eight days later they shifted to an open-ended pledge to continue buying \"in the amounts needed\" to smooth markets and aid in monetary policy transmission.</p>\n<p>By the end of April and the two-month recession, the Fed's weekly accountings show they had added $1.4 trillion of Treasuries, and $234 billion of mortgage-backed securities. The central bank's balance sheet stood at $6.7 trillion, up from $4.4 trillion before the pandemic.</p>\n<p>THE STEADY STREAM</p>\n<p>By June 2020, the Fed's bond-buying had settled into a slower rhythm: $80 billion in Treasuries and $40 billion in housing-backed bonds each month, Powell noted at his regular news conference. In its statement the Fed promised \"over coming months\" to continue to buy bonds \"at least at the current pace\" to sustain smooth markets and help transmit monetary policy. In September it kept that language and added that the purchases would \"help foster accommodative financial conditions\" and keep credit flowing to households and businesses.</p>\n<p>SETTING THE TEST FOR TAPER</p>\n<p>In December 2020, with its balance sheet at $7.4 trillion, the Fed started the clock on the end to its bond buying, promising to keep up the $120 billion a month pace \"until substantial further progress has been made toward the Committee's maximum employment and price stability goals.\"</p>\n<p>This language remained unchanged for the statements issued in January, March, April and June of this year.</p>\n<p>NEARING THE BAR FOR TAPER</p>\n<p>July's statement acknowledged that \"the economy has made progress toward these goals,\" and in August Powell said the bar had been met for inflation, and \"clear progress\" had been made toward maximum employment; it could, he said, be appropriate to start reducing bond buying this year. In its September post-meeting statement the Fed went further: \"if progress continues broadly as expected, the Committee judges that a moderation in the pace of asset purchases may soon be warranted.\" Powell went still further in the news conference that followed, saying the employment test is \"all but met\" and \"we could easily move ahead at the next meeting,\" with policymakers supporting a pace of reduction that \"will put us having completed our taper around the middle of next year.\"</p>\n<p>TAPER TIME</p>\n<p>\"I do think it's time to taper.\" That's how Powell put it on Oct. 22, leaving little doubt for the outcome of this week's meeting. Minutes from the September meeting showed policymakers thought reducing Treasury securities purchases by $10 billion each month and mortgage-backed securities by $5 billion each month would be \"straightforward and appropriate.\" At that pace, if the taper begins in November, purchases would be phased out completely by June. Over 300 stocks have more than doubled in 2021. Many of those winning investments will be lucky if they can hold those gains through the final three months of the year, but what about the names that have the potential to double again?</p>\n<p><b>Crocs</b> (NASDAQ:CROX),<b>AMC Entertainment</b>(NYSE:AMC), and<b>Upstart</b> (NASDAQ:UPST)have more than doubled in value through the first nine months of 2021. Let's see why they have what it takes to possibly repeat the feat in the fourth quarter.</p>\n<p>1. Crocs</p>\n<p>Remember those bright rubbery shoes with holes in them? They're back in a big way. Crocs sales are booming since the pandemic began, and the stock is following suit with a 129% increase through the first nine months of 2021.</p>\n<p>The comfortable resin shoes were already making a comeback before the COVID-19 crisis with double-digit revenue growth in 2019 before repeating the feat in 2020. Momentum is what's really taking Crocs to a higher level in 2021.</p>\n<p>The year began with the footwear maker projecting 20%-to-25% top-line growth for the entire year back in February. Guidance was bumped higher -- to between 40% and 50% growth -- the following quarter. It happened again this summer, with Crocs now targeting a 60%-to-65% surge in revenue for all of 2021. What do you think will happen if those targets get pushed even higher when it reports third-quarter results later this month?</p>\n<p>Despite a stock that has popped nearly sixfold since the start of 2019, Crocs is reasonably priced given its accelerating growth. It's trading at 21 times this year's earnings and just 17 times next year's target. There's clearly room to increase those multiples, and Wall Street's finally as comfortable with Crocs as an investment as its customers are in its shoes.</p>\n<p>2. AMC Entertainment</p>\n<p>You may be surprised to find the country's leading multiplex operator on this list, but plot twists are what make movies so good. It's certainly true that AMC Entertainment has appreciated -- in terms of both stock price and a fivefold explosion in shares outstanding -- to the point where its valuation is out of whack relative to its peers'. If you want a pure investing play on the movie theater industry's recovery, you will find more attractively priced stocks toscratchthatitch.</p>\n<p>However, as ameme stockand cultural phenomenon it's hard to argue against what AMC has done to translate its popularity among retail investors into a legitimate market share grab in the recovery process. No company has seen its market cap inflate as much as AMC has this year, but this is also a stock that enters the fourth quarter with a stock price that is a little more than half of what it was when it peaked in June. In short, it would have to double from here to revisit its all-time high -- but isn't that always possible with the poster child for 2021 momentum stocks?</p>\n<p>Fundamentally speaking, the catalysts are also there.<i>Shang-Chi and the Legend of the Ten Rings</i>shattered box office records over Labor Day weekend, but the initial excitement fizzled out when subsequent weekends were abysmal. However, it's all about the pipeline. Studios pushed out September releases into October and beyond when the delta variant resulted in a spike in COVID-19 cases. We're now seeing the highly anticipated films start to come back, starting with the new James Bond movie next weekend. The fourth quarter should be a lot stronger for the industry than the naysayers think, and if AMC stock gets back to where it was in early June -- fundamentally earned this time -- it will have to double from here.</p>\n<p>3. Upstart</p>\n<p>I love when industries ripe for disruption get upended, and that's what Upstart is doing with the lending industry. Upstart usesartificial intelligenceand machine learning to make better calls on assessing risk profiles and creditworthiness for folks who don't typically get approved for consumer loans.</p>\n<p>Growth is bonkers. Revenue seemed to be decelerating sharply, with slowing growth spurts of 89%, 52%, and 27% in the last three years respectively. Now that consumers are becoming aware of Upstart as a better alternative to payday loans and other predatory lending products, business is skyrocketing. Revenue rose 90% in the first quarter, only to surge 1,018% in its latest report. And no, that's not a typo.</p>\n<p>With Upstart now expanding into the auto loans market, the potential for its better alternative to stodgy credit scores is just getting started. Over 300 stocks have more than doubled in 2021. Many of those winning investments will be lucky if they can hold those gains through the final three months of the year, but what about the names that have the potential to double again?\nCrocs (NASDAQ:CROX),AMC Entertainment(NYSE:AMC), andUpstart (NASDAQ:UPST)have more than doubled in value through the first nine months of 2021. Let's see why they have what it takes to possibly repeat the feat in the fourth quarter.\n1. Crocs\nRemember those bright rubbery shoes with holes in them? They're back in a big way. Crocs sales are booming since the pandemic began, and the stock is following suit with a 129% increase through the first nine months of 2021.\nThe comfortable resin shoes were already making a comeback before the COVID-19 crisis with double-digit revenue growth in 2019 before repeating the feat in 2020. Momentum is what's really taking Crocs to a higher level in 2021.\nThe year began with the footwear maker projecting 20%-to-25% top-line growth for the entire year back in February. Guidance was bumped higher -- to between 40% and 50% growth -- the following quarter. It happened again this summer, with Crocs now targeting a 60%-to-65% surge in revenue for all of 2021. What do you think will happen if those targets get pushed even higher when it reports third-quarter results later this month?\nDespite a stock that has popped nearly sixfold since the start of 2019, Crocs is reasonably priced given its accelerating growth. It's trading at 21 times this year's earnings and just 17 times next year's target. There's clearly room to increase those multiples, and Wall Street's finally as comfortable with Crocs as an investment as its customers are in its shoes.\n2. AMC Entertainment\nYou may be surprised to find the country's leading multiplex operator on this list, but plot twists are what make movies so good. It's certainly true that AMC Entertainment has appreciated -- in terms of both stock price and a fivefold explosion in shares outstanding -- to the point where its valuation is out of whack relative to its peers'. If you want a pure investing play on the movie theater industry's recovery, you will find more attractively priced stocks toscratchthatitch.\nHowever, as ameme stockand cultural phenomenon it's hard to argue against what AMC has done to translate its popularity among retail investors into a legitimate market share grab in the recovery process. No company has seen its market cap inflate as much as AMC has this year, but this is also a stock that enters the fourth quarter with a stock price that is a little more than half of what it was when it peaked in June. In short, it would have to double from here to revisit its all-time high -- but isn't that always possible with the poster child for 2021 momentum stocks?\nFundamentally speaking, the catalysts are also there.Shang-Chi and the Legend of the Ten Ringsshattered box office records over Labor Day weekend, but the initial excitement fizzled out when subsequent weekends were abysmal. However, it's all about the pipeline. Studios pushed out September releases into October and beyond when the delta variant resulted in a spike in COVID-19 cases. We're now seeing the highly anticipated films start to come back, starting with the new James Bond movie next weekend. The fourth quarter should be a lot stronger for the industry than the naysayers think, and if AMC stock gets back to where it was in early June -- fundamentally earned this time -- it will have to double from here.\n3. Upstart\nI love when industries ripe for disruption get upended, and that's what Upstart is doing with the lending industry. Upstart usesartificial intelligenceand machine learning to make better calls on assessing risk profiles and creditworthiness for folks who don't typically get approved for consumer loans.\nGrowth is bonkers. Revenue seemed to be decelerating sharply, with slowing growth spurts of 89%, 52%, and 27% in the last three years respectively. Now that consumers are becoming aware of Upstart as a better alternative to payday loans and other predatory lending products, business is skyrocketing. Revenue rose 90% in the first quarter, only to surge 1,018% in its latest report. And no, that's not a typo.\nWith Upstart now expanding into the auto loans market, the potential for its better alternative to stodgy credit scores is just getting started. (Getty Images)</span></p>\n<p>Chinese electric-vehicle maker Nio Inc., which sells no cars in the U.S., has a market capitalization of $60.2 billion. By that measure, it is larger than Ford Motor Co., which was founded in 1903.</p>\n<p>That might make sense to you as an investor -- after all, Nio is an innovative company that sells only electric vehicles. Ford is a legacy auto maker that is working to catch up and eventually make a full transition to electric vehicles. Shares of Nio have more than tripled in the past year, while Ford's have almost doubled after cratering in the previous decade.</p>\n<p>So where does Nio <a href=\"https://laohu8.com/S/NIO\">$(NIO)$</a>, which reported second-quarter results after the stock market closes Wednesday, fit in an investment thesis? Below are screens showing how its stock valuation compares to vehicle production, and how that valuation relates to projected earnings through 2025.</p>\n<p><b>Doubling car production</b></p>\n<p>For the second quarter, Nio delivered 21,896 vehicles for a 112% increase from a year earlier. The growth is impressive, but the total number of vehicles sold is still relatively small.</p>\n<p>Here's a look at the 10 largest auto makers by market capitalization, along with their second-quarter sales or delivery numbers (whichever was higher, if both were reported) and additional color below the table:</p>\n<img src=\"https://static.tigerbbs.com/d9e9aed76c94544dbe44cde9f7c8bebc\" tg-width=\"931\" tg-height=\"761\" width=\"100%\" height=\"auto\">\n<table>\n <tbody>\n <tr></tr>\n </tbody>\n</table>\n<p>You can see that those valuations are about the future, when innovators in the EV space -- Tesla Inc. and Nio, on this list -- may (or may not) become as large as legacy players.</p>\n<p>For now, Ford churns out mostly internal combustion engine vehicles at nearly 35 times the rate that Nio makes EVs.</p>\n<p>One thing to be aware of is that the legacy auto makers don't all report their unit sales the same way. Most don't break out electric vehicle sales.</p>\n<p>Among those that do, definitions vary. For example, Toyota Motor Corp. (7203.TO) reported that \"electrified vehicle\" sales made up 26.6% of total auto sales during the second quarter. But that category includes:</p>\n<p>For Toyota, BEV made up only 0.2% of second-quarter sales, while they accounted for 100% of sales for Nio and Tesla. Toyota's PHEV sales made up 1.4% of the total.</p>\n<p>Volkswagen AG reports electric-vehicle sales as including PHEV, which accounted for 6.7% of second-quarter sales, or BEV, which made up 4.4% of total sales. Those are impressive numbers: a combined 11.1%.</p>\n<p>For Bayerische Motoren Werke Aktiengesellschaft , better known as BWM Group, a second-quarter breakdown of electric-vehicle deliveries isn't yet available, but for the first half of 2021, 153,243 all-electric or plug-in hybrid vehicles were delivered, or 11.4% of total deliveries.</p>\n<p><b>Valuation to earnings estimates</b></p>\n<p>For companies at early stages, comparisons of price-to-earnings ratios may not mean very much. Such companies are focusing on growth rather than profits. An example of this has been Amazon.com Inc. <a href=\"https://laohu8.com/S/AMZN\">$(AMZN)$</a>, which has traded at a high P/E for decades as it has worked to expand into new lines of business, at the expense of the bottom line.</p>\n<p>A high P/E ratio can reflect investors' enthusiasm for innovation and in the case of EVs, a political consensus for transforming the industry. So Nio and Tesla trade at much higher P/E ratios than the legacy auto makers.</p>\n<p>Then again, very low P/E may show too much contempt among investors for the older manufacturers, as they use their cash flow from continuing massive sales of traditional vehicles to fund their development of EVs. Opportunities may be highlighted.</p>\n<p>Normally a forward P/E ratio is calculated by dividing the share price by a rolling consensus estimate of earnings per share for 12 months. This isn't available for all the companies listed here, so we're using consensus estimates for net income for calendar 2022.</p>\n<p>First, here are P/E ratios based on current market caps and consensus 2022 estimates among analysts polled by FactSet. The table includes the annual estimates going out to 2025, and also a P/E based on current market caps and the 2025 estimates:</p>\n<img src=\"https://static.tigerbbs.com/459439c822252d09b3dfb73cc5d51211\" tg-width=\"1058\" tg-height=\"743\" width=\"100%\" height=\"auto\">\n<p>Nio is expected to become profitable in 2023. Looking out to 2024, its forward P/E is lower than that of Tesla. To put the forward P/E valuations in perspective, the S&P 500 Index trades for a weighted 20.5 times consensus 2022 EPS estimates.</p>\n<p><b>Valuation to sales</b></p>\n<table>\n <tbody>\n <tr></tr>\n <tr></tr>\n </tbody>\n</table>\n<p>Forward price-to-sales estimates might be more useful for early-stage companies that are showing low profits or net losses. (Getty Images)\nChinese electric-vehicle maker Nio Inc., which sells no cars in the U.S., has a market capitalization of $60.2 billion. By that measure, it is larger than Ford Motor Co., which was founded in 1903.\nThat might make sense to you as an investor -- after all, Nio is an innovative company that sells only electric vehicles. Ford is a legacy auto maker that is working to catch up and eventually make a full transition to electric vehicles. Shares of Nio have more than tripled in the past year, while Ford's have almost doubled after cratering in the previous decade.\nSo where does Nio $(NIO)$, which reported second-quarter results after the stock market closes Wednesday, fit in an investment thesis? Below are screens showing how its stock valuation compares to vehicle production, and how that valuation relates to projected earnings through 2025.\nDoubling car production\nFor the second quarter, Nio delivered 21,896 vehicles for a 112% increase from a year earlier. The growth is impressive, but the total number of vehicles sold is still relatively small.\nHere's a look at the 10 largest auto makers by market capitalization, along with their second-quarter sales or delivery numbers (whichever was higher, if both were reported) and additional color below the table:\n\n\n\n\n\n\nYou can see that those valuations are about the future, when innovators in the EV space -- Tesla Inc. and Nio, on this list -- may (or may not) become as large as legacy players.\nFor now, Ford churns out mostly internal combustion engine vehicles at nearly 35 times the rate that Nio makes EVs.\nOne thing to be aware of is that the legacy auto makers don't all report their unit sales the same way. Most don't break out electric vehicle sales.\nAmong those that do, definitions vary. For example, Toyota Motor Corp. (7203.TO) reported that \"electrified vehicle\" sales made up 26.6% of total auto sales during the second quarter. But that category includes:\nFor Toyota, BEV made up only 0.2% of second-quarter sales, while they accounted for 100% of sales for Nio and Tesla. Toyota's PHEV sales made up 1.4% of the total.\nVolkswagen AG reports electric-vehicle sales as including PHEV, which accounted for 6.7% of second-quarter sales, or BEV, which made up 4.4% of total sales. Those are impressive numbers: a combined 11.1%.\nFor Bayerische Motoren Werke Aktiengesellschaft , better known as BWM Group, a second-quarter breakdown of electric-vehicle deliveries isn't yet available, but for the first half of 2021, 153,243 all-electric or plug-in hybrid vehicles were delivered, or 11.4% of total deliveries.\nValuation to earnings estimates\nFor companies at early stages, comparisons of price-to-earnings ratios may not mean very much. Such companies are focusing on growth rather than profits. An example of this has been Amazon.com Inc. $(AMZN)$, which has traded at a high P/E for decades as it has worked to expand into new lines of business, at the expense of the bottom line.\nA high P/E ratio can reflect investors' enthusiasm for innovation and in the case of EVs, a political consensus for transforming the industry. So Nio and Tesla trade at much higher P/E ratios than the legacy auto makers.\nThen again, very low P/E may show too much contempt among investors for the older manufacturers, as they use their cash flow from continuing massive sales of traditional vehicles to fund their development of EVs. Opportunities may be highlighted.\nNormally a forward P/E ratio is calculated by dividing the share price by a rolling consensus estimate of earnings per share for 12 months. This isn't available for all the companies listed here, so we're using consensus estimates for net income for calendar 2022.\nFirst, here are P/E ratios based on current market caps and consensus 2022 estimates among analysts polled by FactSet. The table includes the annual estimates going out to 2025, and also a P/E based on current market caps and the 2025 estimates:\n\nNio is expected to become profitable in 2023. Looking out to 2024, its forward P/E is lower than that of Tesla. To put the forward P/E valuations in perspective, the S&P 500 Index trades for a weighted 20.5 times consensus 2022 EPS estimates.\nValuation to sales\n\n\n\n\n\n\nForward price-to-sales estimates might be more useful for early-stage companies that are showing low profits or net losses. Then again, the same distortions apply: Investors love the pure-play EV makers now, and may be paying too much for them when you consider that shares of Nio have more than tripled over the past year, while Tesla's stock has risen 150%.\nHere's a similar set of data driving price-to-sale ratios, again using current market caps (in the first table at the top of this article) and consensus full-calendar-year estimates in millions of U.S. dollars:\n\nFor reference, the S&P 500 trades for 2.7 times its consensus 2022 sales estimate.\n\n\n\n\n\nAnalysts' opinions\nHere's a summary of opinion of the 10 auto makers among analysts polled by FactSet.
