href=\"https://laohu8.com/S/LI\">理想汽车</a>涨3%。</p>\n<p><b>拜登“天量基建”如何安排1740亿美元在电动汽车扶持上？</b></p>\n<p>周二稍早，白宫在一份简报中详细阐述了美国就业计划（即拜登政府的“天量”基建计划）打算如何拓展电动车市场，以此“助推交通运输和制造业的未来”。</p>\n<p>报告称，全球市场正越来越多地转向电动汽车（EV），而美国在制造这些车辆及其使用的电池中处于落后地位，公共充电站只有10万个，市场份额也非常小。</p>\n<p><b>通过美国就业计划的投资，白宫希望重新确立美国在电动汽车和电池领域的领导地位，创造高薪工作、拓展制造业、令家庭用电动汽车更加普惠，并有能力向全球其他国家发售电动车及其零部件。</b></p>\n<p>报告特别提到，随着经济复苏和利率保持低位，“现在是进行长期变革性投资的黄金时间”。</p>\n<p>白宫表示，美国就业计划将通过驱动对高端轿车和卡车的需求、重振美国汽车和电池制造、部署全国性的充电站网络、提高对下一代技术的创新能力，来加速美国国内的电动汽车行业发展。</p>\n<p>其中，在“刺激需求”层面，拜登基建计划将采用消费者激励措施、零排放中型和重型车辆的税收抵免、投资250亿美元用于清洁公交车转型、投资200亿美元将20%的校车转换为电动车、利用联邦政府每年5千亿美元的采购力使其车队过渡到电动车和安装充电基础设施等，借此降低电动汽车的成本、支持电动汽车的市场需求，以及推动创新和清洁能源生产。</p>\n<p><b>不过，面向消费者购买电动车的激励措施“不会用于昂贵的<a href=\"https://laohu8.com/S/DLX\">豪华</a>车型”。</b></p>\n<p>在“制造和供应链”层面，白宫计划为清洁汽车在美国制造提供税收抵免、鼓励新的电池生产设施启动、为先进车辆生产提供低成本信贷，以及投资于以前关闭工厂的升级和重新开放等，以此来巩固国内供应链和创造高薪的工会职位，特别是鼓励中型和重型清洁能源车辆在美国生产。</p>\n<p>在“建立充电基础设施的全国网络”层面，白宫计划为州和地方政府以及私营部门建立拨款和激励机制，以期在2030年之前建立一个由50万座电动车充电站组成的全国网络。其中，150亿美元用于鼓励相关充电站的制造和安装，包括建设公寓楼、公共停车场和高速公路沿途的充电站，并为车队仓库充电、居民住宅充电和工作场所充电等场景基建提供税收抵免。</p>\n<p>最后，在“研究和创新”层面，美国就业计划将扩大由联邦政府资助的研究与开发。例如投资350亿美元用于能源和气候相关主题的变革性研发，其中150亿美元专门拨给能源部用于应用清洁能源和高级电池领域。另有400亿美元用来升级实验室和网络等研究基础设施。</p>\n<p>华尔街见闻曾提到，美国运输部此前文件显示，拜登1740亿美元电动车扶持计划主要包括1000亿美元的消费者电动车退税、150亿美元电动车基建、200亿美元电动车校车拨款、250亿美元电动车公交拨款以及140亿美元其他电动车税收优惠。</p>\n<p>目前美国7500美元的电动车退税不分车型。但在制造商电动车销量超20万辆后会逐步取消。<a
