benefit.</p><p>MarketWatch coveredseveral of the infrastructure-specific ETFsback in November, and they may still be a great place for investors to put money to work.</p><p>But there are other funds and thematic approaches that may be a bit less obvious but which should offer excellent returns from the kind of spending Biden is proposing. MarketWatch spoke with CFRA’s head of mutual fund and ETF research, Todd Rosenbluth, for some ideas.</p><p><b>Broadband</b></p><p>In a release outlining the plan, the Biden administration wrote, “Broadband internet is the new electricity. It is necessary for Americans to do their jobs, to participate equally in school learning, health care, and to stay connected.”</p><p>To invest in this theme, Rosenbluth suggests the Defiance Next Gen Connectivity ETFFIVG,+0.74%,which has the succinct ticker FIVG. Itsholdingsare “soup to nuts” companies that stand to benefit from a broader roll-out of data infrastructure, including cellular antennas and routers, mobile network operators, satellite-based communications, cloud computing equipment, fiber optic cables, data center real estate investment trusts, and much more.</p><p>FIVG has about $1.1 billion in assets, charges a 30-basis point management fee, and has been around for about two years.</p><p>Another option, the Pacer Benchmark Data &amp; Infrastructure Real Estate SCTR ETFSRVR,+0.72%,is more focused, as the name suggests, on the real estate needed for broadband technology. It’s important to note, however, that SRVR ismade up of real estate investment trusts, which have some different implications for investors than straight stocks do.</p><p><b>Water</b></p><p>“President Biden’s plan will eliminate all lead pipes and service lines in our drinking water systems, improving the health of our country’s children and communities of color,” the proposal notes.</p><p>“This is an investment theme that I thought was under the radar, but I’m pleasantly surprised to see that this ETF has a billion and a half in it,” Rosenbluth said. The fund in question is the Invesco Water Resources ETFPHO,+0.61%.</p><p>Rosenbluth calls PHO “extremely diversified” withholdingsin water utilities, machinery companies, industrials and materials companies that make the equipment to improve water infrastructure, life sciences tools and much more.</p><p>One added bonus of an ETF like this one, he said in an interview, is that they “tend to be cross-sector in nature. You’re surrounding the investment theme and participating in the broader ecosystem connected to that theme between the equipment and services.”</p><p>The caveat is that it doesn’t fit easily into existing traditional portfolio designs. “This is not an easy replacement for an industrial sector ETF or for ones that track utilities,” Rosenbluth said. “This is a multi-shaped ETF. Still, it can be a nice complemen to an existing portfolio, particularly for an investor with a long-term horizon.”</p><p>PHO also charges a bit more than many ETFs: 50 basis points. It’s been around since 2005, however.</p><p><b>Clean energy</b></p><p>As MarketWatch reported in mid-March,clean-energy ETFs have slumped in recent weeks, even though such spending figures prominently in the American Jobs Plan – and in spite of continued gains for the oil priceCL.1,0.63%.</p><p>At the time, Rosenbluth told MarketWatch, “these are really solid long-term investments.”</p><p>In the year to date, some of the most-favored clean-energy ETFs are still down substantially after a big run-up in 2020. The largest, the ishares Global Clean Energy ETFICLN,+3.45%,is nearly 14% lower, for example, while the Invesco Solar ETFTAN,+2.80%is off 11%.</p><p>The group rallied Wednesday after the Biden plan was released, suggesting there’s likely to be upside as the legislation advances. Other funds to consider might be the First Trust Nasdaq Clean Edge Green Energy Index FundQCLN,+4.16%,and the ALPS Clean Energy ETF.ACES,+4.32%</p><p><b>Transportation</b></p><p>It’s not a sector that’s going to see an immediate jump from the infrastructure spending plan, but transportation will get an indirect boost if materials and workers are moved around the country by plane, train, and automobile — and it will be a beneficiary later of improvements to facilities like roads, bridges, airports, and so on.</p><p>Rosenbluth suggests investors consider either the iShares TransportationIYT,-0.49%Average ETF, which is market-weighted, or the SPDR S&amp;P Transportation ETFXTN,-0.83%,which is equal-weighted.</p><p>“These funds would seem to be latter cycle beneficiaries as opposed to the companies that will improve the roads and infrastructure but they are a clear beneficiary and investing is about the longer term,” Rosenbluth pointed out.</p><p>Given their very different makeup, investors should look carefully at the portfolios for these two ETFs. IYT’s top three holdings, for example, are FedEx Corp.FDX,-0.66%at 12%, Norfolk Southern Corp.NSC,-0.65%at 11%, and Kansas City SouthernKSU,+1.65%making up 11% of the portfolio.</p><p>Kansas City Southern is XTN’s biggest holding, but only makes up 3.2% of the portfolio. Yet we’re rejoicing in the news from Schmidt Automotive Research that Tesla has&nbsp;lost market share in the world’s largest EV market, the European Union.</p>\n<p>We’re rejoicing because this is a clear sign of global interest in EVs. In the European Union, Tesla’s loss in market share derived partly from large incumbent automakers’ increasing vigor in making their own EVs more attractive, through both pricing and design diversity.</p>\n<p><b>Good for the planet</b></p>\n<p>A broader, deeper market for these fuel-efficient, pollution-free vehicles is good for the planet and will further reduce prices. EVs’ path to further improvement also makes complete sense.&nbsp;In reality, internal combustion engines (ICEs) are today’s horse-and-buggy: well understood, reliable, and with a great infrastructure, but ultimately unable to compete.</p>\n<p>At the rate at which battery prices (and, by extension, EV prices)&nbsp;are falling and adoption is increasing, all car makers will have commenced publicly phasing out ICEs. General Motors&nbsp;has already taken the plunge and&nbsp;will phase out combustion engines by 2035.</p>\n<p>We won’t be surprised if GM revises this schedule in about three years from now and declares that it will go all electric by 2028, and all of the other carmakers follow.</p>\n<p>The history of technology foretells the future of electric cars. The accelerometer, a system that measure how fast an object is accelerating or decelerating, exemplifies the process. In the 1950s, early accelerometers allowed ballistic missiles to maintain their trajectories.&nbsp; They cost many thousands of dollars.&nbsp;Today, accelerometer chips more sensitive than those that rode in missile cones cost a few dollars or less and&nbsp;are available on Alibaba.</p>\n<p>This occurred because when Apple’s&nbsp;iPhone made smart phones popular, a host of technologies became ubiquitous. Alphabet’s&nbsp;Android operating system and Linux-based systems-on-chips helped increase economies of scale, and the prices of all smartphone components fell dramatically, with broad ripple effects on many technologies.</p>\n<p>More importantly, entirely new categories piggybacked on smartphone technology. Drones are basically active mobile phones. They use much of the same computational technology, and their prices are similarly falling.</p>\n<p>And EVs are essentially mobile phones on wheels.&nbsp;They have many more moving parts and need additional features, such as lasers, rangefinders and airbags; nonetheless, they resemble mobile phones or drones more than they do ICE cars.</p>\n<p>Tesla has approached EVs as software products and upgradeable devices: more like iPhones than like traditional cars. And that makes sense.&nbsp;An EV is little more than a software-controlled engine with a battery in a box, and the batteries will soon become commodities.</p>\n<p><b>Battery-powered everything</b></p>\n<p>Eventually car bodies of all shapes and sizes will be 3D printed. EV entrants are already tackling all parts of the EV market, from tiny delivery robots and cargo drones to e-bikes and customized vans.&nbsp;All are flavors of battery-powered locomotion.&nbsp;And the cheapest will be widely affordable, which will democratize services as the $20 Jio smartphones in India have democratized online access.&nbsp; Already, e-bikes that manage 20 miles an hour in speed cost less than $500, and they suit many basic commuting tasks in urban areas.</p>\n<p>So Tesla, the EV leader, has nothing to worry about: Increasing awareness and fomenting innovation, it has made the addressable market much larger for itself.&nbsp; Like Apple’s, Tesla’s brand is powerful.&nbsp;Unlike Apple, Tesla faces some pretty cool competition, even now.&nbsp;Porsche has just announced an EV version of its Macan with pricing similar to the Tesla Model S sedans.</p>\n<p>Tesla CEO Elon Musk clearly recognizes and embraces a strategy of growing a much bigger pie. Yet we’re rejoicing in the news from Schmidt Automotive Research that Tesla has lost market share in the world’s largest EV market, the European Union.\nWe’re rejoicing because this is a clear sign of global interest in EVs. In the European Union, Tesla’s loss in market share derived partly from large incumbent automakers’ increasing vigor in making their own EVs more attractive, through both pricing and design diversity.\nGood for the planet\nA broader, deeper market for these fuel-efficient, pollution-free vehicles is good for the planet and will further reduce prices. EVs’ path to further improvement also makes complete sense. In reality, internal combustion engines (ICEs) are today’s horse-and-buggy: well understood, reliable, and with a great infrastructure, but ultimately unable to compete.\nAt the rate at which battery prices (and, by extension, EV prices) are falling and adoption is increasing, all car makers will have commenced publicly phasing out ICEs. General Motors has already taken the plunge and will phase out combustion engines by 2035.\nWe won’t be surprised if GM revises this schedule in about three years from now and declares that it will go all electric by 2028, and all of the other carmakers follow.\nThe history of technology foretells the future of electric cars. The accelerometer, a system that measure how fast an object is accelerating or decelerating, exemplifies the process. In the 1950s, early accelerometers allowed ballistic missiles to maintain their trajectories.  They cost many thousands of dollars. Today, accelerometer chips more sensitive than those that rode in missile cones cost a few dollars or less and are available on Alibaba.\nThis occurred because when Apple’s iPhone made smart phones popular, a host of technologies became ubiquitous. Alphabet’s Android operating system and Linux-based systems-on-chips helped increase economies of scale, and the prices of all smartphone components fell dramatically, with broad ripple effects on many technologies.\nMore importantly, entirely new categories piggybacked on smartphone technology. Drones are basically active mobile phones. They use much of the same computational technology, and their prices are similarly falling.\nAnd EVs are essentially mobile phones on wheels. They have many more moving parts and need additional features, such as lasers, rangefinders and airbags; nonetheless, they resemble mobile phones or drones more than they do ICE cars.\nTesla has approached EVs as software products and upgradeable devices: more like iPhones than like traditional cars. And that makes sense. An EV is little more than a software-controlled engine with a battery in a box, and the batteries will soon become commodities.\nBattery-powered everything\nEventually car bodies of all shapes and sizes will be 3D printed. EV entrants are already tackling all parts of the EV market, from tiny delivery robots and cargo drones to e-bikes and customized vans. All are flavors of battery-powered locomotion. And the cheapest will be widely affordable, which will democratize services as the $20 Jio smartphones in India have democratized online access.  Already, e-bikes that manage 20 miles an hour in speed cost less than $500, and they suit many basic commuting tasks in urban areas.\nSo Tesla, the EV leader, has nothing to worry about: Increasing awareness and fomenting innovation, it has made the addressable market much larger for itself.  Like Apple’s, Tesla’s brand is powerful. Unlike Apple, Tesla faces some pretty cool competition, even now. Porsche has just announced an EV version of its Macan with pricing similar to the Tesla Model S sedans.\nTesla CEO Elon Musk clearly recognizes and embraces a strategy of growing a much bigger pie.
